The future of small performing arts organizations in California hangs in the balance.

Arts Council Santa Cruz County joins a coalition of statewide advocates urging Governor Gavin Newsom and the California Legislature to restore $11.5 million in funding to the Performing Arts Equitable Payroll Fund (PAEPF)—funding that was eliminated in the May Revision of the 2025–26 state budget.

A Program Built by, and for, California’s Cultural Workers

Created through Senate Bill 1116, PAEPF was designed to support nonprofit performing arts organizations facing mounting payroll and employment law challenges. The fund opened for applications in March and was fully subscribed in just 10 days, underscoring how urgent the need is across the state.

The cut to PAEPF is part of a larger disinvestment trend: over $70 million in California arts funding slashed since 2023, with additional losses at the federal level. For many small organizations, PAEPF is the last line of stability in a landscape already strained.
